Idle speed is controlled by the Starter Valves.
The Starter Valves are controlled by the SE Thermal Valve, Wax Valve.

The Starter Valves are what you are actually synchronizing when you do the TB Sync.
There have been reports of "sticky" Starter Valves.
There have also been reports of "bad" Thermal Valves".

Either way you are under the tank.
How far under the tank will be determined by a simple look and see.

Look at the Bypass Air ports, the two holes on each TB directly above each Starter Valve.
The little pistons in each should be roughly the same degree or open/closed.

I would start there.
