Default bolts securing the handlebars to the steering column

I'm sure this is an easy one for some of you, but I haven't seen a post about it since I've been here.
On page 15-11 , in the top picture of the shop manual, there are two (special) bolts with threads cut into the heads. While installing my heli risers, I dropped one into the dark abyss. Never found it. I ordered two from a Web site that Paul referred me to, and installed it without incident. My question is this...why does the head have threads cut into it ? If you don't know, please, please don't guess. I want facts.

Cover, Handle (53115-MCS-G00XX) they are color coded to year model so the XX will change by year model, screws into them.
Screw, Special (4x6.5) they probably cost as much as the plastic cover.
The Plastic cover that your keys scratch the shit out of if not covered with clear tape of some type.

I'm guessing that you mean the serrations on the head that hold the cap in place?

No Ligito, under the cover, there are two bolts; the illustration is on page 15-11, top picture of the Honda shop manual, that show two bolts with a head threaded in the middle. I thought they were for some kind of alignment, or maybe used to pull the handlebars off the bike. They are labeled (in the picture) "special bolt", and are torqued to 16 lb ft.

There are two plastic caps that cover the bolt heads. Are those what you are missing?

So if you look at this one, it's number 24, bolt, flange for 5.66 for two...I believe. I ordered two, and got them in about a week.
