I approached an accident site in the dark, many years ago and the flashing lights were so extreme, that I almost hit them, as I drove by.

They were very fixating and my night vision really sucks.

Modulators are only legal in daylight, they must be automatically disabled at night.

I installed a headlight modulator on my 07 years ago for safety/visibility reasons. What a mistake that was! Other drivers were not happy about having a light flashing in their review mirror and I almost caused a few accidents when vehicles ahead of me would move to the side of the road thinking a law enforcement motorcycle was pulling them over or responding to an emergency. It took me almost three hours to install the headlight modulator and two seconds to tape over the sensor to make it stop for good.

As with anything, moderation is a good idea.

I only used mine when I was driving in the city (I.e., non-freeway). I would turn it on in high traffic situations like intersections and then turn it off when not needed.

Moderation in modulation. ;-)
