I've "Heard" that DOT law allows for motorcycles to have flashing lights in the front.

Headlight modulators yes but driving lights are covered under Auxiliary Lighting and flashing driving lights almost certainly will be questioned by local and state level law enforcement. If people are getting out of your way that would be a indication that they "believe" you are a emergency vehicle and that can cause real expensive problems.
This is one of those instances you do not want to argue on the side of the road.
Right or wrong you will not win the debate on the shoulder.

Headlight modulators are indeed legal but for daytime use only.

Modulators aren't truly flashing as they do not turn off all the way, they just dim by an allowed percentage. If they are dimming more than the prescribed percentage they are illegal.

I'd run your bike down to the authorities where you live and ask them if it is legal. Then if they say no, you just pull the fuse and ride home.

^^ Awesome advice. You might want to ask for the decision in writing, if they say it's OK. You never know what kind of person you're going to run into down the road. Getting the bike impounded states away from home would really blow.

If those are led and have a dimmer they are not really flashing. Well not that you can see with the eye. its just how they look on video. Every bike I have on vid with led's look that way. Its a frame rate thing.

Since virtually every police department on the planet now uses LED lighting you can rest assured they know the difference and the difference is very simply. If the light goes from bright to dim to bright in a loop it will be considered flashing. If flashing auxiliary lights are illegal in your state you will be cited. Even if they are legal you can plan on being questioned from time to time, all they need is cause to get you on the side of the road and flashing/dimming lighting is cause.
