I won't know for sure until I have it in-hand but the current thinking is something along the line of weather strip cement, aka Gorilla Snot.
Semi flexible, semi permanent, keep it off the threads and it "should" be a simply fix for a item that has lasted 13 years without incident.
Easy to check. Simply snot the nuts on and let it setup then screw on the springy thingies and see if it holds before assemble of the plastic.
If it will hold the nut for the next 13 years before letting go it becomes the next owners problem.
